IT Project Manager (Senior) - Dublin


Contract Duration: 6 months
Starting May 2025
Full-time, Monday to Friday

Location: CityWest Business Campus, Dublin, Ireland – Hybrid (50% Onsite / 50% Remote)

Role Overview:
We are seeking an experienced ICT Programme Manager to lead the delivery of high-priority digital transformation projects for a public sector client. This is a strategic role responsible for overseeing the modernisation and implementation of systems related to online licensing, finance, and human resource management. The successful candidate will bring strong leadership, stakeholder engagement, and technical programme delivery skills.


Mandatory Requirements:
  • Experience: Minimum 10 years of professional experience in IT programme and project management.
  • Qualifications: Level 8 Degree (preferably in IT).
  • Certifications: Formal Project Management certification or training (e.g. PMP, Certified Scrum Master).
  • Driving Licence: Full, valid, and clean driving licence.
  • Language: Proficient in English (written and verbal).
Note: This is a pass/fail role based on the mandatory requirements. Only candidates meeting all criteria will be considered.


Desirable Competencies & Technical Experience:
  • Leadership experience managing high-performing teams and complex ICT programmes.
  • Experience with the following technologies is highly desirable:
    • Java, Angular (or similar), Webservices (SOAP/REST with JSON)
    • SQL Server, MySQL, SSIS
    • Azure, AWS, Tomcat, DNN, Azure DevOps
  • Experience with Quality Assurance across testing phases.
  • Vendor and stakeholder management across multi-disciplinary teams.
  • Strong communication, risk mitigation, forecasting, and budgeting skills.
 
Key Projects You Will Lead:
  • Online Licensing Platform (LMPS – Bradán):
    Redevelop and modernise a system that enables users to purchase and manage licences online, accessible via mobile devices.
  • Financial Management System (FMS):
    Replace an end-of-life system with a scalable, cloud-based platform supporting real-time financial operations.
  • Human Resource Management System (HRMS):
    Implement a solution to streamline HR workflows, automate processes, and improve workforce management.

Key Responsibilities:
  • Validate business needs, scope, and success criteria.
  • Develop and maintain project plans and delivery schedules.
  • Budget estimation, forecasting, and resourcing.
  • Conduct strategic project analysis and performance tracking.
  • Lead stakeholder engagement and vendor coordination.
  • Manage risk, dependencies, constraints, and compliance.
  • Ensure readiness for key milestones, including Q1 2026 delivery.
