- Experience: More than 7 years' relevant experience.

- Qualification: A recognised Project Management qualification or equivalent.

Project Description
The initial engagement will support a major Digital Data Collection programme focused on transforming the collection, processing and delivery of enterprise data from multiple sources.
The programme aims to establish a seamless, end-to-end approach to enterprise data collection, underpinned by effective metadata management and a consistent view of data throughout the process. The initiative will cover the full data journey, from sample frame through to the production of clean, high-quality data.
A key focus will be on improving the respondent experience, reducing response burden, enhancing data quality, increasing operational efficiency and introducing common tools and methodologies across the data lifecycle.
The initial phase will focus on programme mobilisation and establishing the foundations for delivery, including:

Defining programme objectives, deliverables and mobilisation activities.

Developing a phased programme roadmap and workstream structure, including dependencies and sequencing.

Establishing the budget and funding approach, including cost estimates and budget oversight.

Designing an appropriate governance model to support programme delivery and decision-making.

Developing a resource plan for the next phase of implementation.

Establishing a comprehensive risk management approach, including identification, mitigation and ongoing monitoring of programme risks.
Key outputs will include a Programme Roadmap, Governance Model, Funding View, Resource Plan and Risk Management Plan.
The engagement may also provide opportunities to support the wider adoption of best-practice programme and project management methodologies, as well as contribute to the development of broader portfolio management practices.
Key Responsibilities & Deliverables
During the initial three months, the ICT Programme Manager will be responsible for supporting programme mobilisation and establishing the foundations for delivery, including:
- Agreeing programme objectives and deliverables across key stakeholder groups.
- Developing a documented mobilisation plan and decision log.
- Creating a phased programme roadmap covering initiation through implementation.
- Defining and sequencing programme workstreams and identifying interdependencies.
- Developing a costed project budget, including funding mechanism options and budget oversight.
- Recommending an appropriate programme governance model.
- Developing a realistic resource plan for the next phase of delivery.
- Establishing a comprehensive risk management plan, covering risk assessment, controls, monitoring and mitigation.
- Coordinating with project teams to ensure delivery milestones are achieved.
- Following the initial mobilisation phase, transitioning into broader programme management and delivery responsibilities.

- Proven experience delivering similar public-sector projects or programmes.
- Strong programme and project management experience.
- Experience establishing programme governance, roadmaps and delivery structures.
- Strong stakeholder management and communication skills.
- Experience with programme budgets, resources, risks and dependencies.
- Ability to coordinate multiple workstreams and delivery teams.
- Strong planning, organisation and decision-making skills.
- Ability to operate effectively within a hybrid working environment.
This is a 3-month initial contract with the potential for an extension of up to a further 3 months.
