ICT Project Manager – Contract Opportunity

Intellect is supporting a contractor with the recruitment of an experienced ICT Project Manager for a public-sector programme in Cork.

Mandatory Requirements 
Applicants must meet all of the following requirements:
  • Experience: More than 4 years' relevant experience.
  • Availability: Must be available to commence from 30 October 2026.
  • Qualification: A recognised Project Management qualification or equivalent.
  • English Language: Fluent English.
  • Relevant Experience: Proven experience delivering similar ICT projects.

Project Description

The initial engagement will support a major Digital Data Collection programme focused on transforming the collection, processing and delivery of enterprise data from multiple sources.

The programme aims to establish a seamless, end-to-end approach to enterprise data collection, underpinned by effective metadata management and a consistent view of data throughout the process. The initiative will cover the full data journey, from sample frame through to the production of clean, high-quality data.

A key focus will be on improving the respondent experience, reducing response burden, enhancing data quality, increasing operational efficiency and introducing common tools and methodologies across the data lifecycle.

The initial phase will focus on programme mobilisation and establishing the foundations for delivery, including:

  • Defining programme objectives, deliverables and mobilisation activities.

  • Developing a phased programme roadmap and workstream structure, including dependencies and sequencing.

  • Establishing the budget and funding approach, including cost estimates and budget oversight.

  • Designing an appropriate governance model to support programme delivery and decision-making.

  • Developing a resource plan for the next phase of implementation.

  • Establishing a comprehensive risk management approach, including identification, mitigation and ongoing monitoring of programme risks.

Key outputs will include a Programme Roadmap, Governance Model, Funding View, Resource Plan and Risk Management Plan.

The engagement may also provide opportunities to support the wider adoption of best-practice programme and project management methodologies, as well as contribute to the development of broader portfolio management practices.
 

Role Overview
The ICT Project Manager will support the Programme Manager in delivering key programme objectives and may take responsibility for managing one or more individual project workstreams.
The successful candidate will be responsible for planning and coordinating project activities, managing dependencies, monitoring risks and issues, supporting governance and reporting, and engaging with relevant internal and external stakeholders.

Key Responsibilities
Stream Planning & Execution
  • Develop and maintain detailed project plans for assigned workstreams.
  • Manage scope, deliverables, milestones and timelines in line with the overall programme roadmap.
  • Ensure project plans are realistic, properly resourced and baselined.
Coordination & Delivery
  • Coordinate activities across assigned workstreams.
  • Identify and manage dependencies between teams and workstreams.
  • Work closely with stream leads, technical teams and external partners to support timely delivery.
  • Escalate risks, issues and blockers where appropriate.
Reporting & Communication
  • Provide regular updates on project progress, risks and issues.
  • Contribute to project and programme-level reporting, dashboards and governance packs.
  • Ensure consistent use of reporting templates and project management tools.
Risk, Issue & Change Management
  • Maintain RAID logs for assigned workstreams and ensure they feed into the central programme RAID.
  • Proactively manage risks and issues and ensure appropriate mitigation plans are implemented.
  • Support change-control processes and impact assessments.
Stakeholder Engagement
  • Engage effectively with internal and external stakeholders relevant to assigned workstreams.
  • Manage stakeholder expectations through clear and timely communication.
  • Support the development and implementation of stakeholder engagement plans.
Quality Assurance & Compliance
  • Ensure project deliverables meet required quality standards and governance requirements.
  • Support audits, reviews and assurance activities where required.
Knowledge Transfer & Capability Building
  • Work alongside internal project management teams to build project management capability.
  • Document lessons learned and contribute to continuous improvement activities.
Key Experience & Competencies
Candidates should demonstrate:
  • Proven experience delivering similar ICT projects.
  • Strong project planning and delivery experience.
  • Experience managing project workstreams, milestones and dependencies.
  • Strong RAID, risk, issue and change-management experience.
  • Experience producing project reporting, dashboards and governance documentation.
  • Strong stakeholder management and communication skills.
  • Experience working with technical teams and external delivery partners.
  • Understanding of project governance, quality assurance and compliance.
  • Ability to work effectively within a hybrid environment.
  • Strong organisational skills and the ability to manage multiple priorities.

Contract Commitment
Part-time – Initial duration: 3 months
Approximately 30 days during the first three months, excluding the Christmas period.
The successful contractor's agreed daily rate may also be used for any additional days required thereafter until the contract concludes.
